Maybe it is the guy’s name (Qannas Al-Khobar) and the makers of the banner got it wrong. I have seen this happen in Iraq, they’d translate things that didn’t need to be translated. Or maybe it is meant to mean ‘news sniper’, someone who gets to the news before anyone else.

Yes, I think the Qanas has to have been the owner’s name, as there surely can’t be that much business in providing homes for snipers in Khobar.
